This week the U.S. Senate is voting on a disastrous and expensive anti-China bill disguised as an effort at technological innovation for the future. However, this bill dooms us to a future with more and more of our limited resources going to weapons and surveillance industries while undermining Climate Envoy John Kerry’s negotiated climate agreement with China.
The U.S. Innovation and Competition Act of 2021 sets an aggressive war-like stance against China that will escalate tensions and increase the likelihood of accidental or intentional combat by increasing troop deployments, “military exercises,” and weapon sales to countries around China in the Indo-Pacific.

In addition to damaging our environment and efforts at diplomacy and cooperation, the U.S. Innovation and Competition Act gives the Secretary of Homeland Security unprecedented power to marshall the nation’s cybersecurity and artificial intelligence resources to address anything the federal government decides is a “significant event,” including a “lack of public confidence” in the government.
This bill also has racist provisions that threaten our safety and our right to freedom of speech, as it calls on schools and state legislatures to "identify and remain vigilant to the risks posed by undue influence of the CCP (Chinese Community Party) in the US." This includes the so-called risk of Chinese institutions or “Confucius Institutes” partnering with U.S. colleges and universities to teach Chinese culture.
These racist and repressive aspects of the bill destroy important educational partnerships while demonizing Asian and Asian-American people, threatening their safety by stoking racist stereotypes and emboldening anti-Asian hatred and violence. Write your senators today to demand that they reject this scapegoating of China and Vote No on the U.S. Innovation and Competition Act of 2021!
This year the House and Senate have been flooded with anti-China bills as Democrats have looked to military expansion and anti-China rhetoric as opportunities for rare bipartisan votes. Now is our chance to tell the politicians to end funding forever wars and military expansion and focus on our most urgent issues like climate change.
