Venezuela Rapid Response Toolkit
On September 15, 2025, the U.S. military struck another Venezuelan boat in international waters, killing three people, weeks after an earlier attack that killed 11. Presented as anti-narcotics operations, these strikes are reckless acts of aggression that endanger civilians, violate international law, and further Washington’s campaign to justify regime change in Venezuela.
This toolkit will help you outline your demands, suggest first steps for a response plan locally, give you tools to organize an action of your own, and give you talking points and graphics. If you are a member of a CODEPINK chapter, reach out to your regional support person directly. Otherwise, email [email protected] with any questions.
TAKE ACTION
Tell Congress: No War on Venezuela!
The Trump administration is threatening airstrikes on Venezuela without congressional authorization. Even the possibility of such an action should alarm us all. Congress must act now to prevent an illegal and catastrophic war in our hemisphere. Tell Your Senators: Support the War Powers Resolution on Venezuela (S. Res. 90)!
First Steps
- Review CODEPINK's principles of nonviolence!
- First look at other organizations around your area (Peace Action, World Beyond War, ANSWER) and if there’s already an action – attend as CODEPINK in support!
- Reach out to those organizations to see if they want to collaborate or if there’s an action in the works you can support – in case it’s not public yet.
- Get your friends and neighbors ready to take action!

Look Beyond the War Propaganda
One of the most powerful institutions making war possible is the mainstream media. We saw it in 2003, when outlets like the New York Times repeated Bush administration lies that paved the way for the Iraq invasion. That same danger is here again: U.S. strikes in the Caribbean are being packaged as “drug enforcement,” while the deeper issues of legality, sovereignty, and humanitarian impact are sidelined.

To resist this, we must choose our sources carefully.
Instead of relying on outlets that echo Pentagon talking points, look for independent and international media that include Venezuelan voices, question the legality of U.S. actions, and expose the humanitarian costs of sanctions and militarization.
Follow and share reporting from:
- CODEPINK, Venezuelan Solidarity Network (VSN),
- Independent U.S. outlets: The Intercept, Democracy Now!, Common Dreams, The Nation
- Latin American & Caribbean outlets: Telesur, Últimas Noticias, Brasil de Fato, NACLA
- Human rights and legal experts: UN Special Rapporteurs, CEPR (Center for Economic and Policy Research)
Take Action:
- Share independent articles that highlight international law and Venezuelan civilian perspectives.
- Post graphics with links to sources that counter the war narrative.
-
Encourage friends, family, and networks to get their news beyond the mainstream and avoid falling for manufactured consent.
